INTRODUCTION -

The Master Plan of Delhi-2001 had laid emphasis on the development of sports facilities for all age groups within easy reach of all the sections of society. Hence DDA has developed various sports complexes, multgiyms, play fields, etc., all over Delhi.

OBJECTIVES

•  To provide recreational and healthy environment to the citizens of Delhi

•  To take sports to those sections of the Society who cannot afford membership of prestigious clubs etc. and those who would like to associate with 'clubs' totally devoted to sports.

•  To promote various sports not easily accessible to the general public

•  To ensure mass participation in sports activities and thereby the spirit of mutual help and goodwill among citizens of Delhi in general and the members of the complexes in particular

MANAGEMENT -

Sports Management Board -

Sports Management Board (SMB), the highest decision making body, is constituted of: -

Lt. Governor - Chairman
Vice Chairman, DDA - Member
Finance Member, DDA - Member
Engineer Member, DDA - Member
Director (Sports) DDA - Member Secretary

Role of Sports Management Board (SMB)

•  SMB under the chairmanship of Lt.Governor. is supreme. It is the policy and decision making body. It gives directions and advises on the development of sports and watches over financial health and over-all management of sports complexes .

•  SMB may call other officers of DDA or experts from outside for consultations as and when required

•  F.M. is the executive head of Sports in DDA. Under him is Director (Sports) who heads the Sports Wing and exercises over-all control of sports complexes. He is responsible to coordinate all sports activities in DDA

•  Director (Sports) is also the adviser to V.C. and F.M. on matters related to sports and is ex-officio Administrator of Sports Complexes

Administration -

The overall administration of all the sports complexes is looked after by the Director (Sports). He is assisted by Secretary (Coordn.) and Senior Accounts Officer in administration / sports related activities and financial management respectively. The day to day administration of each complex is looked after by a Secretary who is assisted by Manager and Asstt. Accounts Officer (AAO) and Sports and Maintenance staff. For the maintenance of sports complexes JE (Civil), JE (Elect.) and one Section Officer (Hort.) are made available. Each of them is responsible for maintenance of these sports complexes with the help of technical and other manpower which include electrician, khallasies, mates beldars, garden supervisors,malies,house keeping /Security staff etc. Most of the services such as house keeping, security, maintenance of grounds etc are out-sourced. Other technical / field staff personnel are also engaged on contract basis from professional agencies on as required basis. Only nucleus administrative staff, accounts staff and field staff are from regular employees of the DDA.

SPORTS FACILITIES

Sports Infrastructure -

The sports complexes are initially constructed by DDA Engineers for which funds are made available from Nazul A/c II. Basic sports facilities are provided at the time of opening of the complexes. Subsequently more facilities are added on as required basis.

Whereas major development works and upgradation of facilities is done by the DDA Engineers, minor improvements are made possible through funds generated from within the sports complexes. Expenditure involving upgradation of capital nature and major maintenance works are charged to Nazul Account-II.

Sports Complexes - Presently 13 sports complexes and one Mini Sports Complex have been constructed; details given at Annexure 'B' .

Multigyms in Complexes and in Green Areas -There are 13 multigyms in sports complexes and 26 in green areas as given at Annexure-'B' .

Swimming Pools -13 swimming pools have been constructed as given at Annexure-'B' .

Golf Courses -

•  Qutab Golf Course - The Qutab Golf Course at Lado Sarai is the first Public Golf Course (18 hole) developed in the Country.

•  Bhalaswa Golf Course -A Golf Course is being developed at Bhalaswa Lake Complex. Initially only 6 holes have been developed and it will be made into a 9 hole course during the year. It may ultimately be developed into 18 hole course.

Future Proposals-

•  Three Mini Sports Complexes at Partap Nagar, Kanti Nagar, and Alakhnanda are under development and should be ready soon.

•  Five more sports complexes are proposed to be developed in areas that are presently under-served. These will be located at Narela, Karol Bagh / Patel Nagar / Rajinder Nagar, Rohini Ph.-III, near Raj Ghat and Dwarka Ph.-II.

SPORTS ACTIVITIES -

An Annual Action Plan of the Sports Wing is issued giving the calendar of sports events at the beginning of the year. The following sports activities are organized by the Sports Wing of the DDA.

•  Sports Tournaments - Tournaments in individual and team games are organized for the members of the complexes, local schools, colleges and residents from time to time.

•  DDA Sports Gala - This is an annual feature in which a number of individual sports tournaments are held in each complex. Invitational tournaments at school level in team sports are also organised during the gala in different games such as Football, Basket ball, Cricket, Hockey, Volley ball etc.

•  DDA Open Squash Tournament - A National level tournament is held every year in which almost all the top seeded players of the country take part. This is a prize money sponsored tournament and is conducted at Siri Fort Sports Complex. Fourteen such tournaments have so far been organised by the DDA since 1994. Lt. Governor of Delhi had presented Rolling Silver Trophies for men & women events.The tournament is affiliated to the Squash Racquets Federation of India.

•  DDA Junior Tennis Tournament - Again a yearly event, being run since 1995, has gained tremendous popularity and converted to AITA Ranking event since the year 2000. The tournament was further upgraded to AITA Ranking super series in 2003.Presently the tournament is National service(AITA ranking) for boys and girls(under 16). The tournament is fully sponsored by the DDA, and is conducted at Saket Sports Complex.

•  DDA Invitational Hockey Tournament - To popularise hockey, a tournament for the top hockey teams in Delhi was started in 1998 at Major Dhyan Chand Sports Complex, Ashok Vihar. It is a prize money tournament, which is entirely supported by the DDA. Since 2004 the tournament has been upgraded to All India level and 1 st DDA All India Invitational Hockey Tournament was held at the Shivaji Stadium from 24 th to 30 th January'2004. under the aegis Indian Hockey Federation.

•  Lt. Governor's and Vice Chairman's Cup Football Tournaments - To provide impetus to football in Delhi, two prize money tournaments, one for the Delhi Senior League and another for Juniors, i.e Under-17 boys, were started in 2002.

The tournaments for Seniors for the Lt. Governors Trophy is organized at Dr. Ambedkar Stadium in coordination with Delhi Soccer Association. Since 2004 the tournament has been upgraded to National Level. The tournament for Juniors(School level) for the Vice-Chairman's Cup is held at Siri Fort Sports Complex in November/December every year. Both the tournaments are entirely supported by the DDA.

•  Roller Skating Championship - This is organized every year for schools at Major Dhyan Chand Sports Complex, Ashok Vihar. A large number of skaters take part in this tournament.

•  Golf Tournaments - Besides the Lt. Governor's Cup tournament a number of other Golf Tournaments are being organized on a regular basis at the Qutab Golf Course. The Admiral's Cup of the Indian Navy and the CAG's Cup are also held annually at this course besides the PGA tournaments. DDA open Golf Championship followed by a PRO-AM tournament for a prize money of 10 Lacs was organised for the first time at the Qutab Golf course from 6 th to 10 th April 2005. It is proposed to hold similar tournaments in future also. A few matches are also conducted at the Mini Golf Course of Siri Fort Sports Complex.

•  Coaching - Coaching facilities are available in all the complexes in various disciplines like Tennis, Cricket, Squash, Aerobics, Swimming, Skating, Yoga, Taekwondo / Karate, Table Tennis, Horse Riding, Multigym, Golf, etc. In addition to coaching in various sports being provided on a regular basis throughout the year, special coaching camps are organised during summer & winter holidays for school children. Coaching is conducted under the supervision and guidance of experienced coaches. Coaching / Talent Search in various disciplines are also organized under the guidance of eminent sports persons such as S/Shri Gurbachan Singh Randhawa, Gurcharan Singh, Madan Lal, Maninder Singh, Rajinder Singh Hans, Ram Niwas, Shri Chetan Chouhan, M.K. Kaushik, Dinesh Khanna, Atul Wassan, Melvyn D'Souza, Ms. Indu Puri, Ms. Bhuvaneshwari Kumari, etc.

SPECIAL PROMOTION SCHEMES -

•  DDA Athletics Promotion Scheme - To encourage athletics, a Fellowship Scheme for Under 16 Boys & Girls was introduced in 2001. The young athletes are trained under the guidance of Shri Gurbachan Singh Randhawa, the first Arjuna Awardee in Athletics alongwith eminent coaches. The trainees have earned laurels for the DDA. Trainees are selected based on the performance in various meets at state and zonal level. The selected trainees are provided full kit, monthly stipend, medical insurance and travel allowances.

•  DDA Football Promotion Scheme - To promote the game of Football in the city, DDA has taken up this scheme at the grass root level since 2002. School children from Delhi are selected after an open trial under two categories i.e. Under- 13 years and Under-16 years. 50 children were selected in all - 25 in each category in the first year. The number was increased to 75 children in 2003. The coaching is imparted under the overall supervision of Sh. Melvyn D' Souza, International Referee with the help of experienced football coaches. The training is held at Siri Fort Sports Complex and Yamuna Sports Complex three days a week. The children are given monthly stipend, kit and other facilities.

•  Sponsorship to National Athletics Meets - To provide further impetus to athletics in the country, DDA had sponsored the following athletics meets conducted by the Amateur Athletics Federation of India at Jawahar Lal Nehru Stadium in 2002:-

•  DDA - Raja Bhalendra Singh National Athletics Circuit Meet - 2002 held on 26 th Sept.'2002.

•  National Open Athletics Championship.2002 - Sponsored by DDA from 6 th to 9 th Oct.'2002.

•  Sponsorship of 1 st National Archery Circuit Tournament (3 rd phase) -

1st National Archery Circuit Tournament (3 rd phase) was organized by Delhi Archery Association at Jawahar Lal Nehru Stadium from 26 th to 30 th Dec.'2003. This tournament was sponsored and supported by Delhi Development Authority.

Quarterly Sports News Letter -

The Sports Wing also publishes a quarterly newsletter for information of Schools, Colleges, Sports Federations / Associations etc.

MEMBERSHIP -

The sports complexes are membership oriented. Various types of memberships are available including on "pay and play" basis for anyone who wants to avail the sports facilities. The maintenance of the DDA complexes is thus made possible from members monthly / pay and play fee and allied charges received from licensing out of Snack Bars, Pro Shops etc. Rules and Regulations for the Sports Complexes have been formulated and membership is approved by a Screening Committee nominated for each complex. Details of Rules/Regulations etc are given under sports complexes.

•  Membership Ceiling : SMB has laid down a ceiling of 5000 for all complexes except Siri Fort, Saket, Pitampura and Yamuna Sports Complex. Ceiling for Siri Fort is 7000 and 6000 each for Saket ,Rashtriya Swabhimaan Khel Parishar at Pitampura and Yamuna Sports Complex.

•  Types of Membership : Besides life time Individual membership, other types of membership are - Corporate Membership (CM), Staff Membership for DDA staff (SM), Temporary Membership (TM), Special Temporary Membership (STM) for govt. employees, Honorary Membership (HM) which is only for past and present LG, VC, FM and EM. Special Honorary Membership (SHM) is reserved for Arjuna Awardees and outstanding National players. Casual Membership for the day is also available. Spouse and children (between the age of 5-21 years) are required to be enrolled as dependants. On attaining the age of 21 years, dependant children can seek Associate Membership (AM).

•  Membership Charges : Besides entry fee, which is non-refundable monthly subscription are to be paid by members as per rates given under the sports complex. Senior Citizen, above the age of 60 years, are given concession both in entry fee as 1/5 th of normal rate and 40 % concession in monthly subscription. A special concession for students is Rs.10/- per day between 10.00 AM to 4.00 PM which are off peak hours. Separate charges for coaching and some of the games are levied depending upon the fee fixed from time to time. Most of the coaching schemes are on revenue sharing basis between the DDA and the Coach.Service tax is charged whereever applicable.

FINANCIAL MANAGEMENT

The Sports accounts though maintained separately as Sports Wing Accounts but are a part of DDA Main Accounts. Compiled accounts are submitted to CAO on monthly basis for inclusion in DDA Main Accounts.

As per the decision of the Sports Management Board, entry fee collected from the members is transferred to DDA Main Nazul Account-II as remittance towards capital expenditure incurred on development of sports infra-structure. Entry fee collected during each quarter is remitted to DDA Main before the end of the next quarter.

Funds collected on account of monthly subscription and miscellaneous receipts are utilized for meeting day to day expenditure, and the Sports Complexes are run on a self- sustaining basis. Except for two Sports Complexes ie, Poorv Delhi Khel Parishar at Dilshad Garden and Paschim Vihar Sports Complex, the financial status of other complexes is sound . Whenever need arises, these two complexes are assisted financially from time to time. However, as a whole, the Sports Wing is self sustaining.

To improve the financial health of each complex, a number of measures have been initiated. These are :-

•  Regular drives to cancel the membership of defaulters : Membership of defaulters is being cancelled regularly so that more members can be enrolled

•  Computerisation of Membership Data is being done for all the complexes. Computers have now been made available in all the Sports Complexes

•  Despatch of Notices : Regular despatch of notices on quarterly basis billing has improved collection

Budgeting : The budget of Sports Wing is a part of DDA main Budget under the head Nazul -II. The budget estimate and revised budget estimates are submitted to CAO for incorporating the same in the DDA main Budget for approval of the Authority.

Audit : Accounts are audited by the DDA internal auditors and by CAG's office as external audit. Accounts of all the complexes have been audited by internal audit and the CAG
