2. Slum population as per 1991 census is 25.5 lakh including (including jj clusters / walled city & urban villages)

3. Total land under JJ clusters is 2390 acres (as per MCD, 1998 survey)

4. DDA land under JJ clusters is 1837.9 acres 3,67,593 Households (16.64 lakh population)

MOUAE Policy orders/guidelines

1. Existing slums/jj clusters ought to be ameliorated by a judicious mix of relocation and in-situ development (July 2003)-MOUD&PA guidelines for MPD-2021.

2.MOUAE directions vide d.o. letter no.K-20014/5/96-DDIIA dated 29.1.97

  • DDA to supply 10% of residential land to Slum Department, MCD at pre-determined rates for facilitating relocation/resettlement of JJ dwellers.
  • Further, at least 20% of all flats shall be for EWS with maximum plinth area 25 sqm.
  • Another 20% of flats to be constructed by DDA for LIG with plinth area between 25 to 50 sqm.

The estimates committee has recommended to the government to increase 10% of residential area for Slum/JJ Rehabilitation to 20%

3. MOUAE letter dated 17.1.2001 : There is only one Government policy and one approved pattern of resettlement, i.e. allotment of 18 sq m. built up space to pre-1990 squatters and 12.5 sq. m.to post-1990 but pre-1998 squatters. Any other procedure and pattern of development would be violation of Government order and its Policy and would be administratively and financially irregular. The duality of treatment is not to be accorded, under any circumstances, to any case involving clearance and resettlement.

Master Plan of Delhi - 2001

As per MPD-2001 for Slum re-housing an indicative 3% of total housing target is proposed, with another 25% of housing is to be provided through site and services. As per modification in MPD 2001 vide notification dated 15.5.95, a minimum size of resettlement of JJ plot is 25 sq. m. which may be reduced to 18 sq.m. with 100% coverage provided 7 sq. m. per plot is clubbed with cluster open space.

Land for Slum and JJ Rehabilitation

1. The following land have been earmarked by the DDA for Slum & JJ rehabilitation

  1. Dwarka : 56 ha.
  2. Rohini : 53 ha.
  3. Narela : 41 ha.
  4. Bakarwala : 24 ha.

2. DDA has also issued NOC for acquisition and development of land for Slum & JJ rehabilitation at the following locations:

  1. Bawana : 100 acres
  2. Holambikalan : 70 acres
  3. Bhalaswa : 200 acres
  4. Savda/Ghevra : 257 acres
  5. Kadipur : 65 acres

3. DDA has also taken up the following schemes for providing Slum & JJ transit camps/rehabilitation:

  1. Madanpur Khadar Ph-I : 12.52 ha. - 3174 plots
  2. Madanpur Khadar Ph-II : 27.35 ha. - 5058 plots
  3. Madanpur Khadar Ph-III : 9.6 ha. - 2252 plots
  4. Hastsal 17.43 ha. - 3962 plots

4. DDA has also constructed 2016 tenements and 500 shops in an area of 7 ha in Sector 4A of Rohini Project. NOC has been issued to Slum & JJ Department for acquisition of 692 acres at Bawana, Holambi Kalan, Bhalswa, Savda/Ghevra & Kadipur.

5. Land proposed for new Slum/JJ resettlement by DDA

  1. Rohini Ph.IV/V : 20 ha.
  2. Dwarka Ph.II : 25 ha.
  3. Narela :25 ha.
    Total : 70 ha.for 14,000 DUs@200 ppha
