- It is recognized that the informal sector in Delhi, consisting of
unorganized trading enterprises of hawkers service providers and craftsmen
have a major contribution in terms of Gross Value Added to the economy
and employment generation.
- In view of this, DDA is encouraging and regulating the informal sector,
especially as large sections of unemployed and under-employed population
in Delhi and outside look forward to self-employment in the informal
sector.
- DDA envisages institutionalizing this sector in the Master Plan, giving
legal status and rights to the informal trade.
- DDA has envisaged the following multi-pronged approach to cater to
this sector:
- Earmarking of "Hawking" and "No-Hawking Zones". Specific areas
to be marked for stationary and mobile street vendors by the concerned
local authority in association with the RWA at neighbourhood/cluster
level.
- Existing prominent weekly markets/haat to be identified and replanned.
- New areas for informal trade to be developed in the form of Janta
Markets to be provided with basic amenities, in the housing, commercial,
institutional and industrial areas.
- Provision of common basic services like toilets on a permanent
basis.
- Institutionalizing this sector by introducing the norms of space
for hawkers/vendors in the Master Plan. This would give legal status
and rights to the informal trade.
- Existing locations of stationary units are to be accepted if
they are not disturbing the environment and are not obstructing
the movement of traffic.
- Evolving innovative designs of stalls, push-carts and mobile vans
of various sizes and with cleaning facilities.
- DDA is envisaging the following norms for provision of the informal
sector:
- 3-4 informal units per 10 formal shops in Planned Commercial
Centres
- 5-6 informal units per 1000 employees in Government and Commercial
Offices.
- 3-4 informal units per ten formal shops in Wholesale Trade
and Freight Complexes.
- 3-4 informal units per 100 beds in Hospitals
- 1 informal unit per two bus-bays at Bus Terminals.
- 3-4 informal units in a primary school.
- 5-6 informal units in Senior Secondary Schools.
- 8-10 informal units at each major entry of Regional/District
Parks
- 2-3 informal units at Neighbourhood Parks.
- 1 informal unit per 1000 population in residential areas
- 5-6 informal units per 1000 employees in Industrial areas.
